ECEP Alliance Releases New Policy Brief to Strengthen Elementary Computer Science Education Nationwide

The Expanding Computing Education Pathways (ECEP) Alliance has published a pivotal 2026 policy brief titled “State and Local Levers for Strengthening Elementary Computer Science Education”. This document underscores the necessity of broadening participation in computing by providing students with high-quality computer science (CS) education starting in elementary school. Grounded in the CAPE Framework, which examines universal Capacity for, Access to, Participation in, and Experiences of CS education, the brief serves as a guide for state and local leaders to identify systemic gaps and implement sustainable strategies that prepare all students for a digital world.
The publication identifies primary challenges, such as limited teacher professional development and a lack of integrated curriculum resources, and provides actionable, field-based recommendations. To overcome these barriers, the ECEP Alliance highlights policies that fund sustained professional development, create standards-aligned repositories of instructional resources, and establish accountability systems to monitor implementation. Highlighting successful models from states like Maryland, California, and Texas, the brief emphasizes that intentional early exposure to CS concepts is critical for building student confidence and dismantling systemic barriers to CS education before they take root.
